Provincial Nominee Program (PNP)

For individuals who may not meet the federal Express Entry cutoffs—or those seeking a province-specific pathway—the Provincial Nominee Program (PNP) offers a strong route to Canadian permanent residency. PNPs are designed by individual provinces and territories to nominate applicants who meet local labor market needs. At Saga Immigration, we provide complete support through both the provincial nomination stage and the federal PR application stage, giving you a comprehensive, step-by-step process tailored to your profile and goals.

What is the PNP?

What is the PNP?

Each Canadian province and territory (except Quebec and Nunavut) operates its own PNP. These programs allow provinces to nominate candidates for permanent residence who have the skills, experience, and connections (such as job offers or education) required to contribute to their local economies.

PNP pathways are available under two main categories:

  • Base PNPs: Operate independently from Express Entry and involve a two-stage process: first nomination by a province, followed by a federal PR application.

  • Enhanced PNPs: Linked with the Express Entry system. Candidates must first create an Express Entry profile and then receive a provincial nomination, which awards 600 additional CRS points.
