Provincial Nominee Program (PNP)
For individuals who may not meet the federal Express Entry cutoffs—or those seeking a province-specific pathway—the Provincial Nominee Program (PNP) offers a strong route to Canadian permanent residency. PNPs are designed by individual provinces and territories to nominate applicants who meet local labor market needs. At Saga Immigration, we provide complete support through both the provincial nomination stage and the federal PR application stage, giving you a comprehensive, step-by-step process tailored to your profile and goals.
What is the PNP?
Each Canadian province and territory (except Quebec and Nunavut) operates its own PNP. These programs allow provinces to nominate candidates for permanent residence who have the skills, experience, and connections (such as job offers or education) required to contribute to their local economies.
PNP pathways are available under two main categories:
Base PNPs: Operate independently from Express Entry and involve a two-stage process: first nomination by a province, followed by a federal PR application.
Enhanced PNPs: Linked with the Express Entry system. Candidates must first create an Express Entry profile and then receive a provincial nomination, which awards 600 additional CRS points.
Who is Eligible?
Eligibility depends on the specific PNP stream, which may include:
Skilled worker programs
International graduate programs
In-demand occupations (e.g., healthcare, IT, trades)
Employer-driven streams (with job offers)
Entrepreneur and investor categories (in select provinces)
General requirements include:
Relevant work experience or education
Language proficiency (usually CLB 6 or higher)
Ties to the province (education, work, job offer, family)
Proof of funds (varies by province)
Commitment to reside and work in the nominating province
What Our PNP Service Covers

1. Representation to Both Levels of Government
We represent you officially before both the provincial immigration authority and IRCC, managing your file at both stages.
2. Application Preparation (Provincial + Federal)
We help you prepare and review all necessary documents for both the provincial nomination and subsequent PR application. This includes education, work experience, language scores, financial documentation, intent to reside letters, and more.
3. Deadline Management
Each province has its own timelines, submission windows, and documentation rules. We ensure all stages are completed on time and to the required standard.
4. Continuous Liaison with Authorities
We monitor both applications (provincial and federal) and respond to requests for additional documents, clarification, or updates from IRCC or the province.
5. Communication Support
Most correspondence is conducted via email for efficiency. However, virtual consultations with a licensed consultant can be arranged upon request.
Timeline & Validity of Service
Our service remains valid for up to two years from the date of signup to accommodate your search for a provincial nomination and potential Invitation to Apply (ITA).
